I don't have much experience in NationStates rules and activities so I cannot offer much in the way of activities. However, we need individuals who are truly motivated to step up and bring the life back into the region.

I agree. I believe the only way to do this is to start a massive recruiting campaign and terminate membership on those that refuse to be active and participate.
